Vice-Captain Brayden Maynard is also back in after being sidelined since the Pies’ Round 11 win over North Melbourne.
Defender Wil Parker is the other inclusion, returning to the AFL team for the first time since the match with Kangaroos.
Mitchell, a dual All-Australian, will play his first AFL match since April 25, 2024, marking 435 days since he has played in the AFL.
The 32-year-old returned to competitive football in Collingwood's VFL Round 7 clash with the Northern Bullants, averaging 27.5 disposals and eight tackles across the past four games in the VFL.
Midfielders Steele Sidebottom and Ed Allan (illness), forward Charlie West (injury) and defender Charlie Dean (omitted) are the players missing from last week’s team that defeated the Eagles.
After he was a late omission for last week’s match, forward Bobby Hill remains sidelined due to personal reasons.
Selected with pick eight in the 2025 AFL Mid-Season Rookie Draft, Steele has played four matches at VFL level for the Pies, averaging 20.3 disposals per game.
In his most recent outing, the winger accumulated 21 disposals and scored one goal in an impressive game against Southport on Saturday.
After a false start in Round 11 when Scott Pendlebury was a late change, Maynard and Pendlebury will play their 200th game together as teammates.
Midfielder Harry DeMattia, forward Will Hayes and ruck Mason Cox will be the emergencies for the clash.
The tactical substitution will be selected from the bench and will be named 60 minutes before the first bounce.
